IT House has learned that JERA (Jerate), the largest power supplier in Japan, signed a memorandum of understanding with Dell and sovereign AI infrastructure developer RHAELM on the same day, to jointly develop a standardized framework for Japan's AI infrastructure construction.
The first data center under the memorandum will be located in Chiba Prefecture, east of Tokyo. It has a surface-level capacity of 400 MW, making it Japan's largest single data center site, with a total investment expected to exceed $15 billion (approximately 100.753 billion yuan). Apollo will provide investment and financing compatibility for the project.
The AI data center is located near JERA's self-owned thermal power station and uses post-meter power supply. The construction and review time for its supporting power infrastructure has been significantly shortened, and the site is expected to go online in 2028.
JERA and RHAELM also plan to extend this model to other JERA sites, aiming to achieve multi-GW level AI infrastructure capacity by the 2030s.
